The Panama Maritime Authority has one of the main open ship registries worldwide, accepting both domestic and foreign vessels. Panama continues to lead the flagging of ships with slightly more than 8,250 vessels.
The Panama Maritime Authority issued Board Resolution No. 011-2019, which regulates the nautical charter license, to allow Panamanian and foreign-flagged yachts to operate in Panamanian waters. Uribe & Asociados was the third Panamanian firm to apply for a nautical charter license with the Maritime Authority.

Panama holds one of the largest ship registries in the world. Many vessels sail under the Panamanian flag due to its flexible legislation, low registration costs, and tax advantages. Panama also has a specialized maritime jurisdiction, facilitating the resolution of shipping disputes.
It’s the process by which a vessel gains the legal right to operate under the Panamanian flag. Any natural or legal person, whether Panamanian or foreign, can register a ship in Panama. This grants international recognition and various operational benefits.
